Introduction: (1999/2002)

1- The president of UMAR, the director of Bibliotheca Alexandrina (BA), and the president of the Society of Egyptian Architects (SEA) have met, in March 2001:

« Memorandum of Understanding » concerning the establishment of DICUUMAR.

2- « The Protocol of Co-operation » has been approved in UMAR’S meetings / Seif Allah Alnaga has, officially, been appointed as co-coordinator of DICUMAR to formulate the Work-Group responsible for the 1999-2002 program activities.

3- DICUMAR’s project has been added to the European Union Co-operation Program (EUCP). For unforeseen circumstances, funding for the project has been delayed, despite SEA and UMAR’s efforts to assist in preparing the required report, during years (2000-2001).

4- « A Memorandum of Understanding » for the funding and support of DICUMAR has been reached with SEA with the full support of BA (Bibliotheca Alexandrina).

During, and before, the Architecture & Heritage conference (March, 2002), several discussions and debates have taken place, and resulted in the following:

- BA declared that DICUMAR is one of its « official activities ».

(This was announced by BA’s director, Dr. Ismail Serageldin at the Official opening ceremony of the library in October 2002).

- This act has been approved by BA board of directors as part of the general and principal programs of the library.

5- During 2001-2002 cycles, Bibliotheca Alexandrina has established the « Center for Architectural Heritage Documentation » through the means of digital and electronic data processing- that includes special sections for: Architectural Documents, 20^th Century Architectural Heritage, as well as Mediterranean Architecture and Urbanism.

Action Plan: (2003-2006)

1- In 9th General Assembly of UMAR, TOURINO Jan.2003 proposed a new work plan for the activation of DICUMAR has been devised, including the following proposed activities:

A- Twentieth Century Mediterranean Architecture Symposium, November, 2003

B- Architectural Identity Conference and Exhibit, April ‏2004

C- The first Alexandrina Architecture Triennial, April 2004

(Including the first DICUMAR Architectural Documentation Exhibition).

2- Dr. Ismail Serageldin (BA), Arch. / Seif A. Alnaga (SEA’ president), and Mr. Salah Hegab (UMAR’s president) have agreed, in principal and in their meeting of 09/01/2003, to extend financial support and funding to DICUMAR from SEA.

3- Upon securing funds in the amount of 5000 US$ (five thousand USD), SEA will take all necessary steps to begin the process of information gathering and digital documentation through a dedicated workstation engine.

4- All UMAR’s members have to be officially informs with the above-mentioned steps and the necessity of their support for DICUMAR. All members are expected to send high quality documentation of their respective architectural and heritage and in an already agreed upon standard format.

5- The above matters are to be presented to UMAR’s Executive Bureau and its General Assembly for approval. Mr. Seif A.Alnaga is to be officially designated and delegated to undertake all necessary steps for the establishment of the proposed Center (DICUMAR) in Egypt with SEA & BA.

This includes official communications with BA, Egyptian Ministry of Foreign Affairs, and/or Egyptian Ministry International Cooperation or all matters related to the establishment and support for DICUMAR.

6- Till Mid Year of 2003, SEA as UMAR Egyptian Section did not received any official approval about this item especially the necessary budget (in above item 5000 US$)

7- SEA president tacked his action to find other facility for fund this project DUCUMAR and finally we get a good solution from « CULNAT » Center of Documentation of Cultural and Natural Heritage under Auspices of BA in Egypt.

8- FUTURE ACTIVITIES Action Plan: (2004-2005) :

a) DICUMAR Work group meeting in Egypt 15 April 2004.

b) DICUMAR Website, under construction :

c) Joint meeting to coordinate the main activities between.

3) UMAR/ Work group for Architectural heritage, DICUMAR and Mediterranean Architecture.

4) Bibliotheca Alexandrina / CULTNAT, Culture center for documentation of cultural and natural heritage. It will be held in Egypt, April 2004.

9- Renew work group Members 2003/2006:
